Every pharmacy, medical shop and dispensary must obtain a Retail Drug License from the State Drug Controller before selling any scheduled drug.
A Retail Drug License is issued by the State Drug Licensing Authority under the Drugs and Cosmetics Act, 1940 to authorize retail sale of drugs and pharmaceuticals to consumers. Every pharmacy, medical shop, chemist, druggist and dispensary must hold this license. Two types — Form 20 (non-Schedule H/X drugs) and Form 21 (Schedule H/X drugs). A qualified pharmacist must be employed at all times.
Ensure pharmacy meets minimum area, storage, and refrigeration requirements.
Appoint a registered pharmacist and obtain their state registration details.
File Form 19 application with the State Drug Licensing Authority.
Submit pharmacist certificate, premises plan and KYC documents.
Drug Inspector visits pharmacy to verify compliance with D&C Act rules.
Retail Drug License in Form 20/21 issued; display at pharmacy.
