PSARA stands for the Private Security Agencies Regulation Act, 2005 — a central legislation that regulates all private security agencies in India. Under PSARA, any organisation that provides security guard services (including housekeeping guards, bouncers, bodyguards, or industrial security personnel) must obtain a licence from the controlling authority of the respective state before commencing operations.
The PSARA licence is issued by the state's controlling authority — usually the state police department or a designated officer — and is valid for five years. Agencies wishing to operate in multiple states must obtain a separate PSARA licence for each state in which they deploy security personnel. Operating a security agency without a valid PSARA licence attracts imprisonment of up to one year and/or a fine.
The Act also mandates that every security guard must have a character certificate from the police, must be physically fit as per prescribed standards, and must have received training from an approved training institute such as an NSDC or SSIA-affiliated centre.
