Industries in Category A and B (mining, infrastructure, thermal plants, resorts, etc.) must obtain Environmental Clearance before project construction begins.
Environmental Clearance (EC) is mandatory under the Environment Impact Assessment (EIA) Notification, 2006 for all Category A and Category B projects above specified thresholds. It is granted by MoEFCC (for Category A) or State/UT Level Environmental Impact Assessment Authority (SEIAA, for Category B) after a thorough evaluation of environmental impacts. No construction or operation can begin without EC for applicable projects.
Classify your project under EIA Schedule (Category A or B1/B2).
Appoint NABET/QCI-accredited EIA consultant for baseline study and report.
Apply for Terms of Reference (TOR) from SEAC/EAC.
Baseline data collection, impact assessment and EMP preparation (3–6 months).
Public hearing conducted in project district (mandatory for Cat A and some Cat B).
Technical appraisal by Expert Appraisal Committee; EC granted with conditions.
⏱Expected timeline:60–120 working days (includes public hearing and EAC appraisal) — varies by category
⚠️Warning:Construction without EC attracts closure orders, fine up to ₹15 crore, NGT penalties at ₹2,000–₹5,000 per day, criminal prosecution of promoters, and mandatory restoration cost recovery.
