After installing plant and machinery, every industry must obtain Consent to Operate (CTO) from the State PCB before commencing actual production.
Consent to Operate (CTO) is issued by the State Pollution Control Board (SPCB) after verifying that all pollution control systems specified in the Consent to Establish have been installed and are functioning. It is mandatory under the Water Act 1974 and Air Act 1981 before commencing any manufacturing or production activity. CTO must be renewed annually or as per PCB conditions.
Verify all CTE conditions — ETP, pollution control devices are installed.
Obtain stack/water quality test reports from PCB-approved laboratories.
File CTO application on state PCB portal with compliance evidence.
Upload all installation certificates, test reports and compliance documents.
PCB Inspector verifies that all pollution control systems are operational.
